The Council has prepared a substantial submission to the Energy Security Board’s (ESB) P2025 Market Design Consultation Paper. One of the main concerns the Council raises in its submission to the ESB is the number of major decisions which are being made in parallel to the consultation on P2025, including this work being done by the AEMC on transmission access reform. This parallel work with a different timetable and agenda is one of the biggest examples of the baseline shifting during this P2025 Market Design process, which could have both practical and commercial consequences.
